Roblox announced on July 16, 2026, that games already in the Roblox Kids and Select catalog risk losing eligibility if they have fewer than 25 Highly Engaged Players over the previous 60 days. The former maintenance threshold was 100.

Entry and maintenance thresholds differ

The change does not lower the standard initial qualification threshold. A game completing the standard evaluation process still needs 500 unique plays from highly engaged, age-checked users within a 60-day window.

What counts as highly engaged activity

Roblox analyzes signals such as account age, play history, and platform spending to verify that engagement comes from genuine users rather than bots. A Highly Engaged Player must satisfy requirements involving account tenure, time spent in the game, and platform spending.

A qualifying platform purchase may occur anywhere on Roblox. The player does not need to spend money in the developer's game.

Other publishing requirements

The engagement threshold is only one part of the Roblox Kids and Select publishing framework. Requirements for reaching users under 16 include a creator account in good standing, government-ID verification or an eligible linked parental account, two-factor authentication, an applicable publishing fee or qualifying subscription, the evaluation process, and an appropriate content-maturity classification.

Roblox Kids permits games classified as Minimal or Mild. Roblox Select permits Minimal, Mild, or Moderate games. A Moderate game may therefore qualify for Select but not Kids.

Ads Manager

Roblox Ads Manager offers an Engagement objective that reaches age-checked, highly engaged players whose sessions count toward the Kids and Select threshold. Roblox describes the objective as optional because games can also reach the threshold organically.

Roblox says the Engagement objective typically has a higher cost per play than the broader Plays objective because its audience is smaller. Engagement campaigns do not pause automatically when the threshold is reached, so advertisers must monitor their progress and pause campaigns themselves.

The key distinction is that 500 qualifying unique plays remain necessary for the standard initial evaluation, while 25 Highly Engaged Players over the previous 60 days is the maintenance threshold for a game already in the catalog.
