- Roblox replaces its Terms of Use and Privacy and Cookie Policy on November 1, 2026. The new text is shorter and reorganised, not a rewrite of the rules you already follow.
- The big clarification is who you buy from. Roblox says it is the principal distributor and merchant of record, so users and creators do not enter a direct transaction with each other for marketplace purchases.
- A new line in the account responsibilities section says misrepresenting your sign-up country is a violation that can end your account. The community has been arguing about what that means for travellers and VPN users since the wording went up.
- Privacy Policy changes cover regional variation for feature access, data collection from researchers, and sharing information with authorities. EEA consumers get a withdrawal right for unused items within seven days of purchase.
- If you are under 18, a parent or guardian has to agree to the updated terms before you keep using the account.
Roblox published the summary on October 1 and gave everyone ten days to read it. Three things go live together on November 1:
- Simplified and reorganised User Terms and Creator Terms. Sections got renamed and reordered. Headings like Introduction, Your Account, Paid Services, Changes to the Services, Taxes and License from Roblox are new labels for material that existed before.
- A clarification of Roblox's role in UGC sales. Roblox says it acts as the principal distributor and merchant of record for purchases made through Roblox. When you buy or access content on the platform, you obtain it from Roblox. Users and creators do not enter into a direct transaction with each other for those purchases.
- A withdrawal right for EEA consumers. If you count as a consumer under local law, you can withdraw with respect to unused items within seven days of purchase, with no extra fees or penalties.
The sign-up country clause
The most argued-over sentence sits in the account responsibilities section. Roblox posted it as:
Code: Select all
Attempting to misrepresent your sign-up country is a violation of the Roblox Terms and may result in termination of your Account.Roblox has not published a plain-language FAQ that separates those cases. What is confirmed is the wording and the stated consequence. What is not confirmed is how it gets enforced, and whether a player who genuinely moves countries is expected to do something about it. Until there is an official answer, the practical read is boring but safe: do not set your sign-up country to somewhere you have never been, and do not use a VPN to make it look like you are somewhere else.
The November 1 Privacy Policy adds the regional variation language in the same breath, which is the part that makes the pair feel connected. Roblox is describing a platform where your account's home region decides which features and content you can reach, and where pretending otherwise is the thing it wants to stop.
Where the ToS pages were unreachable
On the day the summary went up, the Terms of Use and Privacy Policy links did not resolve for a lot of people. Players posted screenshots of HTTP 429 responses, and one creator filed a bug report about the updated agreements popup on the mobile app persisting after pressing I Agree.
Roblox staff acknowledged it the same day. A Developer Relations reply in the announcement thread said the team was aware of an issue preventing access to the Terms of Use and Privacy Policy pages and was investigating. The pages loaded normally when I checked them later in October, so the outage looks transient rather than a content problem.
Worth remembering for a different reason: a policy change you cannot read is still a policy change. The effective date did not move.
What creators need to know
Two clarifications in the new text touch money directly. The merchant of record line sits next to the License to Roblox, Robux, Roblox Economy, Creator Payments and Taxes and Withholding sections, which Roblox says are all clarified in the same pass. The practical meaning is that the transaction you take part in when a player buys something in your game runs through Roblox, not between that player and you.
If your game is aimed at younger players, one number changes in November. The Highly Engaged Player threshold for Roblox Kids and Select drops from 250 to 100, and the one-question publishing path for games without age-restricted content is already live. The refundable expedited review fee for Kids and Select is 50,000 Robux, down from 100,000.
If you publish 3D accessories or clothing, Studio now lets you update items you have already published. The asset ID, sales history and existing owners carry over, so a broken mesh or texture no longer forces you to pull the item and reupload. Creator Dashboard also gained Folders, a Recents view for the latest 50 uploads, and a category view matching how shoppers browse Marketplace.
How the changes compare
- Effective date: November 1, 2026, for both documents.
- User Terms: renamed and reorganised sections, same obligations underneath.
- Creator Terms: same treatment, plus clarified payment, tax and license language.
- Merchant of record: Roblox, not the individual creator or player.
- EEA withdrawal: seven days from purchase for unused items, no penalty.
- Privacy additions: regional variation, researcher data collection, authority sharing.
- Minors: a parent or guardian must agree to the updated terms for under-18 accounts.
- Sign-up country: misrepresentation is a violation that can terminate the account.
- Kids and Select threshold: 250 drops to 100 Highly Engaged Players in November.
- Expedited review fee: 100,000 drops to 50,000 Robux.
- Open the DevForum announcement thread and read the three bullet points Roblox wrote.
- Open the Terms of Use page and the Privacy and Cookie Policy page directly. Both carry an Effective Date of November 1, 2026 at the top.
- Read the account responsibilities section of the User Terms, which is where the sign-up country line lives.
- If you are in the EEA, read the right of withdrawal section before you buy anything you might want back.
- If you make games, open the Creator Terms sections on Creator Economics, Taxes and Roblox APIs and skim the clarified wording.
- If you are under 18, tell a parent or guardian so they can agree to the updated terms before November 1.
What is changing in the Roblox Terms of Use in November 2026?
The User Terms and Creator Terms get simplified language and reorganised sections, Roblox clarifies that it is the merchant of record for platform purchases, and EEA consumers get a seven day withdrawal right for unused items. The Privacy and Cookie Policy adds language on regional variation, researcher data collection and sharing with authorities.
Do I have to accept the new Roblox Terms of Use?
Yes. The updated terms take effect on November 1, 2026 and continuing to use Roblox means agreeing to them. If you are a minor, your parent or guardian needs to agree on your behalf before you can keep playing.
What does merchant of record mean on Roblox?
Roblox says it is the principal distributor and merchant of record for purchases made through Roblox. You obtain content from Roblox, and users and creators do not enter into a direct transaction with each other for those purchases. For Robux and paid services bought on Roblox.com, Roblox Japan is the merchant of record.
Will I get banned for using a VPN on Roblox?
Roblox has not published a plain-language FAQ on this. The confirmed wording is that misrepresenting your sign-up country is a violation that can result in account termination. Community reading splits between a ban on spoofing your country to dodge regional restrictions and a much broader ban on logging in from abroad. Roblox says account location updates automatically over time. Do not read the absence of an FAQ as permission.
What is the sign-up country rule?
It is a line in the account responsibilities section stating that attempting to misrepresent your sign-up country is a violation of the Terms and may result in termination of your account. Roblox has not explained how it is enforced, or what a player who genuinely relocates should do.
What changed in the Roblox Privacy Policy?
Three additions: language describing regional variation for access to certain features, information about data collection from researchers, and language describing practices for sharing information with authorities. The policy also names the Digital Services Act as one basis for sharing information with law enforcement or judicial authorities.
Can I still refund Robux purchases?
Roblox did not publish a new general refund policy in this update. The EEA withdrawal right applies to unused items within seven days of purchase and only to consumers as defined by local law. Roblox's support pages describe refunds as a case by case matter through the support form, so a specific purchase question still goes to support.
What is the Roblox Kids and Select threshold now?
The Highly Engaged Player threshold drops from 250 to 100 in November 2026, and the refundable expedited review fee for Kids and Select drops from 100,000 to 50,000 Robux. Games with restricted content still need the full questionnaire.
